The Wisconsin Assistive Technology Initiative (WATI) produced a resource manual for school district teams called Assessing Students' Needs for Assistive Technology (ASNAT) 5th Edition (2009).  Chapter 8 addresses Assistive Technology for Math.  CT4ME is listed among resources for virtual manipulatives (see page 23).
